Notice of intention and scope
We plan to source marketplace add-ons and enhancements available through Software as a Service (SaaS) marketplaces for the following core enterprise platforms:
- Guidewire Cloud (core insurance services) through the Guidewire Marketplace
- Genesys Cloud (customer experience and contact centre services) through the Genesys AppFoundry
- ServiceNow (enterprise workflow and intake services) through the ServiceNow Store
The solutions in these marketplaces have been validated by the platform provider for compatibility, security and integration with these platforms.
If we can’t find suitable solutions in these marketplaces, we may choose solutions outside of the marketplaces, following our public sector procurement requirements and policies. We'll decide where to source solutions based on our business needs and goals, and the availability of suitable solutions.
This approach applies only to marketplace add-ons and enhancements for these platforms. It does not apply to stand-alone software solutions or other procurements. We're sharing this notice for information only and not to solicit requests for proposals or bids.
Why we’re using this approach
Using manufacturer managed SaaS marketplaces helps us maintain governance over our cloud platforms while supporting secure, reliable and sustainable technology solutions. This approach helps us:
- use marketplace solutions that have already been validated by the platform manufacturer for compatibility and integration
- stay in line with platform upgrades and vendor support
- reduce implementation, integration and ongoing lifecycle management risks
- support a consistent and well governed approach to managing our cloud platforms
Important Information for vendors
Marketplace requirements
If you're interested in working with us:
- your solutions must be listed and certified in the relevant official SaaS marketplace
- you're responsible for managing any required partnerships or marketplace listings with the platform provider
Competitive procurements
We run formal competitive procurements in line with public sector requirements. When we conduct a competitive procurement, we may invite all eligible vendors with solutions in the applicable official SaaS marketplace to participate. This may include pre-qualifying activities using questionnaires and inviting vendors to submit proposals.
If you participate in one of our competitive procurements, you'll need to register with and use Biddingo, our online bidding platform. We won’t accept proposals, unsolicited submissions or marketing materials outside of our formal processes.

Questions and answers
If I’m certified in a SaaS marketplace, do I still need to go through a procurement evaluation?
Yes. We still need to evaluate vendors and make sure they meet our business, commercial, security and procurement requirements even if they’re certified in a SaaS marketplace.
Will you consider my solution if it’s still under review or waiting for marketplace certification?
No. Your solution must already be listed and certified in the applicable SaaS marketplace before we start a competitive procurement process.
Can I request a meeting or demonstration related to this notice?
No. We won’t meet or have discussions with vendors about this notice outside of our formal procurement processes.
How will I know which SaaS marketplace a future opportunity is for?
We’ll clearly name the platform and marketplace in the procurement documents for each opportunity.
